Haitians do indeed think their country made a deal with the devil, because the lua such as Baron Samedi mentioned in the Bois Caïman ceremony are not seen as good, but rather as powerful, and in need of placation. Given that Voodoo is party Catholic anyway, it should not be surprising that there is a little internal tension about just what kind of things lua are, but it is definitely not some sort of cultural imperialism to say that dealing with them is an act of bargaining with powerful and capricious beings that don't have your best interests in mind.
